I wouldn't be so hasty. This question requires some real thought. Are we discounting Mickey's contributions to moustaches altogether? What about Pigpen? Billy had some nice thick ones in the 70s too.

Some like Billy's porn stache, but I don't know.

But personally, I'd give it to mid-70s Billy. He gets bonus points for rocking the moustache for as long as he did, and because it fits his face so well, and because he's Billy.
